Community service for Romanian stowaways

Passengers of CFR Călători, the Romanian national passenger train operator, who are caught traveling without a valid ticket may be compelled to do community service, says a bill draft by the Ministry of Transport and Infrastructure.
If the stowaway fails to pay the due fine within 30 days, and there is no possibility of payment attachment from the final sanction and there is no possibility of foreclosure, administration officers may request the court to change the fine sentence to community service, taking into account the amount of the previously paid fine.
The aim of CFR Călători is to reduce the phenomenon reduce the phenomenon of fare dodging ad increase cashing of declared fines.
According to sources, private operators and CFR Călători transported in 2011 only 61 million passengers, a strong decline against 2004, when CFR Călători, the then monopolist, registered around 100 million passengers per year.
